Clean Air Partnership’s Integrating Climate Change into Official Plans primer provides guidance on how municipalities are integrating climate change into their Official Plans.
Through consultations, CAC members identified that integrating climate change across various municipal plans is necessary to truly bring climate change into municipal decision-making.
This Climate Change Integration Consultation aimed to provide a starting point to facilitate dialogue on climate change integration across municipal Plans. The Consultation Guide powerpoint summarizes the rationale for integrating climate change into different municipal plans and provides suggested starting questions to identify climate implications and opportunities across municipal plans. During this webinar, the Clean Air Council network engaged in a collective dialogue to explore the rationale for the need for climate change integration across Strategic Plans, Asset Management Plans, and Transportation Plans and collated collective input on questions that can serve as a starting point for climate change integration discussions.
There will be a follow up webinar (in September 2023) on climate change integration for Stormwater Plans, Watershed Plans, Growth Plans, Development Cost Studies, that will explore the rationale for climate change integration into those Plans and questions that can kick off integration discussions.
Input we are seeking from municipal staff:
- Which municipalities have updated their Official Plan and incorporated climate change into it? How was the climate change integration advanced and what factors do you think make it a good example? Are you willing to share your municipality’s approach as a case study?
- What municipalities think their municipality has done a good job on climate change integration into their Strategic Plan? What makes it a good example? There isn’t a right way and a wrong way, but municipal staff are seeking insights on how to make sure there is climate representation on the team, and what factors re climate change inclusion in a SP help build support for climate action implementation?
- The two areas that were prioritized for climate change integration into Asset Management Plans was which Plans have brought in future climate projections into their analysis re costs and risks? Which municipalities are advancing municipal facilities net zero Plans with their asset management investment schedule? Which municipalities have brought natural capital into their Asset Management Plans?
- Which municipalities have applied a GHG quantification lens to their Transportation Plan?
- Which municipalities feel their Transportation Plan has factored in their Climate Action Plan transportation emission targets?
- For those municipalities that are updating their Transportation Plans and integrating climate change do you think a cohort bringing together the climate staff who are working to integrate climate chnage into the update would be of value? If so what actions/approach do you think would provide value?
